    When you plug it in is the fan sapose to run the hole time

    Yes, depending on the air temperature. The manual states that the Xtreme Heaters have a built-in thermostat setting which is set at the factory, so the heater will come on at 40 degrees and shut off at 50 degrees.

    What voltage does this item run off of 12VDC or 120VAC? Does it come with a plug or clips?

    This heater runs on 120V AC. It also comes with the plugs.
