Twice my rod went overboard because the holder did not hold and tipped over. I hope I can return them because they are useless to me

Does this rod holder have a bar in the bottom for heavier salt water rod butts to "lock" into?

Per the manufacturer: "It has a gimbal pin at the bottom to stop rods from spinning, but is recommended for mostly freshwater fishing." They recommend item# 70936 for salt water fishing. This does have a bar at the bottom for your rod to "lock" on to.

Can this rotate to mount on a vertical rail ?

Yes. Once you remove the back plate--you will see a recessed Allen head screw. Loosen the hidden Allen screw to rotate the rod holder to your desired position.
