How does this product attach to an aluminum dock with just a frame. The decking pieces are 4x4 ft panels that sit in the dock frame but the aluminum frame needs to have the bumper attached. Can I use plastic ties that can be tightened?

It is recommended that the bumpers be attached via screws or bolts.
