How do I get bolts to attach to board?

This rear binding is made to attach directly to the waterski using screws (the screws have pitch which looks like a drywall screw). This binding appears to be for a waterski which has the toe loop and the heel friction pad attached directly to the waterski (the pkg includes the toe loop and the friction pad). If you are using this toe loop with a waterski which has a rear toe plate, you are going to have to spend a little time to make this work with your ski and will probably end up using the existing mounting pieces of your old toe plate. The mounting pieces on this binding are made for screws to go through it and are not made for a cap (acorn) nut to be on top with the machine bolt coming in from the bottom through the binding plate.

I have an old KIMBALL slalom. The rear vinyl is torn. The plate itself is fine, and uses four screws. Would this neoprene work as a replacement on this slalom?

Depends on which Kimball model you are fixing. If you are trying to maintain the original look......you can spend half a day and you can trim it and punch new holes, maybe use your old hardware, and get something which might work. If you are looking for an inexpensive solution and are not trying to maintain the original look, consider buying the O'Brien X-9 Toe Plate Assembly selling for $21.67. It is the entire assembly and the plate is ready to be attached to your ski using 4 screws. This could be the quickest way to solve your problem if you just want to have a waterski to use. 10 minutes to install and whatever time it takes you to fill in the old holes with epoxy.
