Have used these buoys for years.
Buoys used for slalom course. They work out great, different colors for entrance, finish, etc. The holes could be a bit enlarged and rounded off. They sometimes cut the ropes with sharp edges.

These buoys look to be the same thing as the Everett Super Seat for knee boarding..... Are they?
Overton's buoys are designed for slalom skiing and inflate to 9". I don't know where the Everett Super Seats are made.

You can use an concrete block to anchor the buoy in place. Just tie the rope to the anchor and buoy.

PVC CONTAINING ANTI-ALGAE & UV ADDITIVES i am not sure about the paint or markers to use on the buoy.
