Yes. The clear bowl will fill with fuel and as the fuel moves through the filter, it will pull the fuel back into the filter and leave the water in the bowl co it can be drained. When you drain the water out, there will be some fuel mixed in with the water. The clear bowl makes it easy to see the water in the bowl so that you know you need to drain it out.

The filter would need to be installed on your transom or in a battery compartment. The top of the filter kit has two screw holes for attaching the filter to a wall and it also has arrows on the top showing you which way the fuel should flow.
