    Very easy to use. Comfortable.The crotch strap keeps it from riding up. The one we bought was for 30-50 lbs.and not for upto 30 lbs.

        Yes this vest would be fine your 11 month old son! Any vest with the head device attached to it is perfect for children who dont have total control over there movements in the water.
